Tipping the scale
With Shield now knowing of Captain Americas rebellion army, they needed something to turn the tides in their favor. This is where Spiderman steps in. In a press conference, he was to unmask himself in front of the public to show that this is okay, that Captain America should reveal himself too.
While the public was satisfied, Steve Rogers identity remained a secret. Captain America now formed what he called The Secret Avengers, who would stop crime wherever it would happen. Tony Stark had to keep his promise to the President and was planning out how to get rid of the vigilantes. They tricked The Secret Avengers with a fake panic signal at a chemical factory.
