The War Begins

On a Shield helicarrier, Captain America is confronted by Maria Hill, the current director of Shield. She asks him to obey the will of the will of the American people. Captain America then counters that he will only give away his identity if they force super villains to give their identities as well. With his refusal, Maria and her armed guards try to detain Captain America, but he escapes. With Captain America now publicly known to oppose Shield, protests begin to spark at the White Housel to have this bill passed. Mr. Fantastic, Iron man and Yellow Jacket talk to the president and let him know that they will take care of Captain America.

The bill passes soon after. The American citizens feel more secure now that they know the identity of those protecting them. Shield now has the authority to detain and superhero who has not given up their identity and joined Shield. Little did Shield know that Captain America was building his own rebellion army to release those who were detained by Shield.
